At this week’s Edina City Council meeting, Council members unanimously approved the Grandview District Development Framework (final) as recommended by the Edina Planning Commission last week.

Specifically pages  3, 30, 35, 36, 38, 50, 51, 52 . . . → Read More: Changes to the Development Framework; upcoming public hearings]]> As you know, the GrandView District Steering Committee held a public comment period in Feb & March which recently came to a close.  Following that comment period the Steering Committee made changes to the Development Framework which can be viewed here (large 8MB PDF). 

Specifically pages  3, 30, 35, 36, 38, 50, 51, 52 and the appendix have changes made to them versus the prior version dated January 31, 2012 version.  Please view this as the most current version which will be used in two upcoming Public Hearing opportunities. 

The first will be with the Planning Commission on April 11th  and second with the City Council on April 17th.  

Both start at 7pm in the Council Chambers and the public is welcome to comment at one or both.  Thanks for everyone’s hard work and we look forward to bringing this stage to conclusion with the City Council.

Some members of the Grandview Steering Committee held a meeting yesterday afternoon at the Edina Senior Center with about 35 residents of the Richmond Hills neighborhood to hear their concerns about portions of the draft of the Grandview Development Framework.

Those of you who have been following (or participating in) the blog discussion thread know that there have been a number of comments from residents of the part of the Richmond Hills neighborhood between the railroad tracks and Vernon Avenue. 

For those not familiar with it, that neighborhood is unusual in that it can be entered only using Sherwood Road via the portion of Eden Avenue that runs between the Library and Vernon Avenue. 

Residents of the neighborhood have raised concerns about changes the Framework proposes for the area between the Library and Vernon Avenue. 

Here are two screengrabs from pages 30-31 of the draft Development Framework document (PDF) that show the area I’m talking about:

We’re holding a meeting this Sunday — February 19th from 3-5 pm at the Edina Senior Center — to talk with folks interested in that part of the Framework. I can tell from the blog posts that the residents of that neighborhood have a lot of experience and expertise with this portion of the District. I’m looking forward to hearing them share their ideas.

On Feb. 22, the Grandview Steering committee will be holding an open house on the proposed Development Framework for the GrandView District.

It will be held at 6 pm at Edina City Hall, prior to the Planning Commission’s public hearing at 7 pm.

The Framework is the result of almost two years of work by the Steering Committee and, before them, the Community Advisory and Design Teams that led the Guide Plan process.

What all of these groups have in common is that they are made up of members of our community — residents, business owners, property owners — who have generously given their time and energy to try to improve our city. Without the literally hundreds of hours of time that these folks have contributed, we could not have created this Framework.

But the work is not over. Now it is time for other members of our community to contribute their opinions. The posting of this draft of the proposed Development Framework marks the beginning of a public comment period that will run through March 9th.

We are asking members of our community to review the plan and share their thoughts. What is good about it? What could be improved?  What do you think will work and what won’t?

Finally, I want to put the Development Framework in context. It is intended to provide broad direction rather than detailed requirements; to lay out a vision of the future rather than a blueprint. It will need to be refined over time to bring the right results. Accordingly, it calls for an implementation process that, like the work that has brought us to this point, will be community-led.

We hope you will join us in this process by sharing your thoughts about our work to date so that together we can make good things happen in the District.

I’ve again asked Griff Wigley, the project manager for Edina Citizen Engagement, to do what needs to be done in the way of moderating the discussion. I’ll be following along closely and will try to answer questions and respond to comments.

This should be fun and interesting. I’m looking forward to it.
